They didn't phrase it this way, but their position was just getting indefensible, and enforcing it was becoming difficult. A few examples: a GT web site (credentialed by GT) bought plane tickets in anticipation of being credentialed by VT ... then wasn't; a web site from another school got rejected, then their guy tried to sneak in on a photography credential from someone else; when VT played ... Iowa, I think? ... in basketball, an Iowa site got rejected and wrote a scathing article about how VT was the ONLY school to ever reject them.
And on and on. So Dave Smith and Tim East talked about it, got in touch with other schools about their policies, and presented a proposal to Jim Weaver to change VT's policy. Weaver said okay.
