Just because sexual abuse of children by a football coach is also a crime doesn't mean that the NCAA can't act. This was not a single drunk driving incident. It was an ongoing activity, sometimes occuring in football facilities and not reported by a number of people associated with the football program over an extended period of time. And, I'd bet there is a general NCAA rule that covers abuse of children - some type of morals provision.
