Owens was the better athlete and his acheivement was only notable because of the African American vs Nazis political angle. He was expected to win by everyone outside of Germany.

The Miracle on Ice was similarly political because of the cold war but was also a huge upset. No one gave the US any hope in the Tourney. It was a bunch of college kids playing and beating professionals (what you thought the red army team practiced marching and riflery)
