One could argue that football is simply too high. NFL roster is 45, or thereabouts.

You have to really sell your program to recruits to be good, thye must want to play for you.
Yes, baseball is non-revenue at most (almost all) schools, but the NCAA has just screwed up things, IMHO.
Do you really need 85 scholarships for a football program? No, you don't. And, just to think, it used to be a lot higher. Big $$$ schools gave them out to kids to keep them from going elsewhere, just for the sake of going to NAME U.
