well, the Orange Bowl will host 3 semi finals games over 12 years if my math is correct, so in the other 9, the ACC champ would be locked into the Orange unless they happen to be invited to a semi-final.

but, yes, no one can tell the Orange Bowl who they have to take to play the ACC champ anymore. At-Larges will truly be At-Larges, not some small pool of qualified teams a bowl has to pick from.
