ACC has no partial memberships. IF the ACC sponsors a sport, all schools in the ACC that also have that sport will compete within the conference.
For example. VT could never have it's baseball team compete in the CAA. But VT can't be forced to start up a LAX team just because the ACC sponsors that sport. However, should VT decide to start a LAX team in the future, that team will have to compete in the ACC.
What's the difference in having a team compete in another conference and not having that sport? Answer? Semantics.
