keep in mind that 64 through new kent is divided by about 100 yards of trees. pretty tough to get going the wrong way.
This guy seemed pretty determined, he slowed down and kinda pulled to one side when I passed, so behaving rationally, like he knew exactly what he was doing. I can only guess what he was up to.
