If they did they the law suits would shut them down and the politicians from those excluded would go nuts. They have to be inclusive enough to prevent mass law suits. I think 64 is not enough...I think they have to get to 80 to have enough schools in that the complainers will be in a small group.

You get there by 5 times 16 or 4 times 20, but I think they will need to be closer to 80 to pull this off. However, 64 is a minimum to minimize the law suits and have just a few politicians screaming about how their school was left out.

PS The SEC the leader of this thing already has 14...that should tell you where the rest are going before this thing is done.
