Very, very few at a "lower level" will get "better" seats. Everyone at a higher level has the opporunity to take 3+1 or separate their seats, they're just not doing it. Is it really "better" if you are giving up what you really want just for location, when there's hardly a bad seat in the house? I was really torn when it came to my selection, whether to do the 3+1 or separate. I gave up location to get my 2+2.
I am curious how they address those at the end, though. Maybe they do just end up getting taken by someone and therefore it works itself out.

Sucks that somebody at a lower level gets better seats than they should, but what can you do? Tell a high level donor with an odd number of seats tough luck? Either way you're going to annoy somebody.
