Nope. TSL user's can set up their account so when they receive a TSL PM or even a response to their post, the system will automatically send you an email to notify you.
Not all users have enabled their account to receive private messages. I can go to some users and there is a "send private message" ability. However, not all users show that on their profile. If they are trying to sell tickets, they probably should know this.
