No one is saying that he is a "Figure Head". He is an administrator and the university presidents think he is a good one. As such he does not negotiate media deals. That is a very specialized skill set and like any smart non media organization they turned the negotiations over to experts. (the Big 12,10,8,14) uses the same exact consultant for their media deals.
Does he have input? Probably but it's not his job to make the deal.
Once the deal is made it then has to be approved by the presidents just like any long term agreement.

In over his head in what way? He is carrying out the policies set forth for him by his bosses the university presidents as well as carrying out the programs that the ADs want. That is what Administrators do.
