I always understood the plus 1 as basically being taking the top 4 in the final BCS standings with 1/4 and 2/3 meeting with those winners playing in the +1 game for the title.

Plus 1 has been mentioned for over a decade. That's what they should've done when the BCS was created. Last season, you could have had #1 LSU play #4 Stanford in the Sugar Bowl and #2 Alabama play #3 Oklahoma State in either the Fiesta Bowl. Then you could have had the winners play for the national championship 10 to 14 days later. Last year worked out perfectly for the Pac 12 and Big 10 since the Rose Bowl still had Oregon and Wisconsin.
