A lot of mid and high-major programs, including VT, are keeping an eye on Rowsey but there are a number of things he still needs to show to prove that he's a guy who can play as a high-major point guard. Specifically how he'll handle the athleticism and physicality which is nothing like what he faces at Rockbridge.
Every year there are rumors that he's changing schools but if he stays at Rockbridge I think he could really vault his stock by taking a prep year to show how he plays against more physically mature players on the perimeter.
