Exactly. The B1G, for all intents and purposes, is done with expansion.
A playoff format that only includes conference champions, may be enough to force Notre Dame to pick a conference. The four highest ranked conference champion playoff format is going to get a lot of consideration because it will appeal to the coaches ("easier" more straigh-forward path to a playoff). ACC coaches were solidly for this format at today's ACC meetings despite Swofford supporting the 4 highest ranked team format.
Notre Dame without the possibility of winning the National Championship is not Notre Dame. Now whether the Big Ten would be the conference of choice is up for debate. A lot of ifs, but a champions only playoff, maybe the only thing that could push Notre Dame out of independence.
