First I'll say that I do not believe any teams are leaving the ACC for the B12. Now on to the speculation.
If the ACC lost 2-4 teams to the B12 and VT had an offer to join the SEC would Virginia cry foul? Could they play the political game and ask to go along with you? Or would they be happy to see you gone and be willing to stay in a weakened ACC?

The Hoos that complained the loudest about our joining the ACC would be the first to complain if our leaving somehow damaged their brand. That being said, the Hoos that lobbied the hardest to get us in the ACC would also expect us to make sure that UVA was taken care of during any messy conference shake-ups...and the latter group are the folks that are the real decision makers.

The ACC threatened to destroy our conference, so I'm not as thankful to UVa for the ACC invite as you might expect. I won't thank a guy for throwing me a life jacket after sinking my boat.
If the SEC comes calling to VT, I would think we should be able to go if we want.

I have a sense of obligation to UVa and the Commonwealth, but not the ACC at-large. I'm not sure how UVa would react, you'll have to ask them. But I'm grateful that both institutions helped us get into the ACC. But the ACC as whole (which I suppose UVa has to take 1/9 of the blame) basically ruined our existing conference which we were doing quite well in. Then we did what we had to do to make it work for us. And the state legislature and UVa helped us out at that point. If us leaving the ACC hurts the Commonwealth, then we have to consider that there are things bigger than ourselves here.
FWIW, I think if the shift to megaconferences comes, UVa will have no problem getting in the B1G or the SEC. But it would have to all happen at once for the commonwealth. I can't see the state government saying, "Yeah Tech, it's cool. Go to the SEC and we'll just assign UVa to C-USA." Or visa-versa.

If the ACC splinters as you suggest, UVa will find a home in the B1G or tag along with the Hokies. As much as I hate to admit it, UVa is a well-respected academic institution with a solid, broad-based athletic program. UVa may never be a football powerhouse, but any conference would be, or should be, proud to admit the Hoos as a member.
I think the Big 12 has stabilized as a conference and has a lot to offer to the right school. Big 12 football is superior to the ACC and basketball is not as far behind the ACC as some might think. But I really do not think it makes sense for any ACC school to move to the Big 12 unless that move is forced upon it. The Big 12 may get what's left of the ACC if the B1G and SEC decide to raid the ACC one day. But I really don't see why FSU or anyone else would make that move anytime soon without some prompting event.

The B1G's dream expansion would be UVa, UNC, Duke and Georgia Tech. Four great academic schools with good athletic programs that would open up the southeastern market. And they don't come with the attitude of Texas and Notre Dame.
