Here's how I look at it: If he were any good, he'd go to Tech. VT has been a better team for almost two decades. The fact that he won't come here indicates that he knows that he couldn't beat out LT. He's an upgrade for UVA, I suspect, but who really knows? It seems that the latest Bama quarterbacks are game managers, not game winners. So long as they don't screw things up for the defense, and so long as they give the ball to quality running backs, they are good to go. Sims could never beat out AJ. Maybe he will flourish at UVA, but what about all those Hoos who said that with Rocco, they had the better qb out of Lynchburg? Were they delusional? I predict that taking Sims will create more chemistry problems than he will prove to be worth.

I have to admit, reading about Sims' transfer today was the first time I have had a flicker of concern over their program in a decade. Rocco is/was a backup. Watford was/is very raw. Sims is a player and this gives UVA something that we will have to consider.
That said, transfers flame out at a very high rate. This could become a complete dumpster fire for them. There are many scenarios that could play out where we will be talking about London's dismissal in two years being pinned on Phillip Sims.

He's applying for a hardship waiver so he would not have to sit out a year.

Hardship is unspecified as of yet. Which makes sense if you think about it.
If it is a genuine family hardship, then it is none of the public's business what the hardship is. If it is just a story to help him avoid sitting out a year, then why would he say what the reason is and allow it to come under public scrutiny?

I imagine the NCAA is pretty tough on these hardship waivers. You can't just let every kid who knocked his HS girlfriend up (not implying that is Sims situation) transfer w/out sitting out a year. It would turn into....um...college basketball.
