    Probably. But who cares? Baylor had 700 such violations, and got almost no penalties at all.

    If so, then hundreds of people have already violated that rule, from VT and from other schools that want him now. NCSU seems to be a particularly high-volume offender (they must not realize that there's no chance he sits out 2 years for them).

    There's no way that's a violation. You only get in trouble when you are backing that up with money, cars etc

    Absolutely. As soon as you tweet at a recruit encouraging him to come to your school, you become a "representative of the institution's athletics interests" (See NCAA bylaw 13.02.14). Each person tweeting at the recruit is an impermissible recruiter. (See NCAA bylaw 13.1.2.1 and 13.1.2.2 for the exceptions). Basically, every tweet that a fan makes to a recruit inducing him to come to your school, i.e., "Hey Montrezl, the Hokie Nation still wants you," is a separate violation.

    it's a violation for everyone else, but he has already signed with us. technically, he's already a Hokie until he enrolls somewhere else, right?

    This is correct. No violation to contact a signed recruit.

    Not sure? I thought he is still a recruit until he actually enrolls, not merely signs a letter of intent? See Bylaw 13.02.12 below...

    13.02.12 Prospective Student-Athlete. . . . An individual remains a prospective student-athlete until one of the following occurs (whichever is earlier):
    (a) The individual officially registers and enrolls in a minimum full-time program of studies and attends classes in any term of a four-year collegiate institution’s regular academic year (excluding summer); or
    (b) The individual participates in a regular squad practice or competition at a four-year collegiate institution that occurs before the beginning of any term; or (Revised: 1/11/89, 1/10/90)
    (c) The individual officially registers and enrolls and attends classes during the summer prior to initial enrollment. (Adopted: 4/28/05, Revised: 1/17/09)

    I'd think one James Madison (the 2nd greatest American after Cal Ripkin Jr.) might beg to differ (quote: "HELL, NO"!), to be joined by Tom-e Jeff and the UVA Glee Club, Gomez 'John' Addams, J squared, George 'WTH?', George 'the brick' Mason & a few other no-names (half of which were "George", undoubtedly including those who's last name is "Foreman").
