As for scoring points, F1 drivers/teams that finish 11th & below score zero points. They also have some type of rule that if your team scores no points during the year, they miss out on F1 profit sharing (or something). That rule is to clear out the deadwood teams.
I'm still trying to figure out why they bother to have any. There are cars and drivers that do a great job on road courses and they have their own circuit for that. NASCAR is about going really, really fast and turning left and doing it in a car heavy enough to allow for a little "rubbin'" along the way.
