I wouldn't say the culture in Norfolk, particularly around Ballentine Avenue and on into downtown, is really all that southern at all. Inner city kids would be VERY comfortable there. It's an urban area, close to downtown, and still has a campus feel to it. Yes, Norfolk is geographically southern, but thanks to the high concentration of military personnel here from all over the country (I can't tell you how many friends of mine here are transplants from Pennsylvania and New Jersey) there really isn't that much of a "southern culture" left here anymore. Hardly anyone here speaks with any sort of a southern or country accent. Norfolk is actually a very diverse city.
