Beamer made a cost-benefit decision on recruiting, just like any other business in the US does every day. Budget constrains action. Here's a hypothetical: if VT had a billion dollar athletic budget, do you think we'd spend more on recruiting? And here's where you say: "Well, yes, but...."
That's #1 in ACC football. It's 2.5x MORE than WVU. It's not half of Iowa (though I'm surprised by Iowa's revenues). I don't know about rest of your claim, but sounds like you're wrong in general.

Also, it's a fact that Weaver says recruiting budget is not an issue. And it's a fact that the team has $15M in net revenue. So it's a decision by Beamer not to take the next step. Not sure what your point with your last couple of sentences are.
