Maybe but he could also be waiting on other schools to see if he's a "plan B" someplace. If there's a school out there with multiple offers still out and he's one of several WR's they're looking at, he may wait to see if another goes to that school, and he may then want to cross that one off the list. I know there's one high rated JUCO WR still out there who's doing that for the very same reason (could be other reasons too, but that's apparently the main one) - he'll probably wait till the last minute to decide.

How will 9 days effect your life? How dare he use the given time to decide where to go to school. The tone in a lot of these posts is disheartening. Look I already said I don't know anything about the guy. I'm referring to guys that feel the need to upstage everyone else. I'd be willing to bet he has known where he is going for a long time. It has nothing to do with needing more time to be sure. It has everything to do with his need to feed his ego.

Since when is it wrong to call someone a Diva if one acts like a Diva? Some of these guys thrive on that stuff.
